Restriction:
Full requirements for exporting mangoes to China can be found in the Australian Mango Exports to China Work Plan. A copy can be obtained from regional AQIS offices.
Growers must have official certification from a registered crop monitor/State Department officer, verifying orchards harvesting mangoes for China, are free from Mango seed weevil (Sternochetus mangiferae), Orange fruit borer (Isotenes miserana) and Bacterial black spot (Xanthomonas campestris pv. mangiferaeindica). A certificate/statement of verification from a registered crop monitor/State Department officer must be obtained prior to official inspection by AQSIQ officials.
Orchards, packinghouses and treatment facilities intending to export mangoes to China for the first time will be subject to an inspection by AQSIQ officials.
In order to facilitate inspection, AQSIQ require 6 weeks notice prior to commencement of trade. Requests from orchards, packinghouses and treatment facilities (first year of trade) must be made to AQIS 5 working days prior to the AQSIQ deadline. These dates are set as a minimum requirement to ensure there are no delays with processing and completing registrations.
Growers, packinghouses, treatment providers and load out facilities must be registered with AQIS to export mangoes to China.

- The mangoes in this consignment have been produced in Australia in accordance with the conditions governing entry of fresh mango fruit to China and inspected and found to be free of quarantine pests,
- The product in this consignment has been subjected to orchard control for Orange fruit borer (Isotenes miserana), Mango seed weevil (Sternochetus mangiferae), and Bacterial black spot (Xanthomonas campestris pv. mangiferaeindica) in accordance with the conditions governing entry of fresh mango fruit to China.

Treatment:
VAPOUR HEAT TREATMENT
All mangoes destined for export to China are subject to mandatory VHT.
a) The vapour heat treatment schedules are:
Schedule - Innermost fruit pulp temperature (degrees celcius) -
Exposure period consecutive minutes
1. 47 degrees celcius or above - 15 minutes
2.46 degrees celcius or above - 20 minutes
b)The whole treatment process including heating, maintaining the pulp at the treatment temperature, and cooling shall last no less than 2 hours.
c)An AQIS officer must be present to supervise the loading and unloading of the treatment chamber/s.
d) 90% humidity must be maintained or exceeded within the treatment chamber for one hour prior to and throughout treatment period.

All areas other than the Western Australian growing areas of Carnarvon, Swan, Kununurra and Ord River Irrigation Area, a mandatory pre-export 2% destructive sample for mango seed weevil (Sternochetus mangiferae) must be undertaken in addition to the normal inspection for phytosanitary certification.
It should be noted that AQIS will allow fruit culled during packing of that actual consignment to be presented for cutting, provided that AQIS can be assured the culled fruit was removed from that specific consignment and consignment line. This sampling procedure is additional to the normal inspection for phytosanitary certification. Culled fruit must not be used for the normal export inspection as it is not representative of the product to be exported.
To facilitate this, one of the following two methods may be used:
- (a) a statutory declaration verifying the source and property of supply signed by the packer/exporter, must accompany the culled fruit.
- (b) the packer/exporter can enter into an Approved Arrangement (AA) with AQIS whereby a declaration signed by the packer/exporter (verifying the source and property of supply) would accompany the culled fruit for AQIS inspection.

New Zealand prohibits the import of fruit fly host material from Australia unless it has been suitably treated in accordance with the Arrangement between the New Zealand Ministry of Agriculture and Forestry and the Australian Quarantine and Inspection Service concerning the access of host material of fruit fly species of economic significance into New Zealand from Australia.
